This is the goal of the draft Law on Innovation, which was presented by senators of the Democratic Party.

There are three pillars of the provision which takes place in 36 articles.
- Management: The first pillar focuses on creating a strong governance structure for digital innovation. In order to achieve this, the creation of a new Ministry of Innovation and Technological Development, the National Council for Innovation, the Inter-Ministerial Committee for Industrial and Technological Development Policies, as well as the Committee for Digital Regulation is foreseen.
- Measures for sustainable, social, inclusive technology: The second pillar focuses on the implementation of clear and transparent rules to encourage the adoption and development of digital technologies. This includes, for example, the promotion of the principle of accessibility, the fight against illegal content, the use of transparent and reliable algorithms in the management of digital transactions.
- Development measures: The third pillar focuses on concrete measures to promote technology development and enable innovation. These include programs for training and development of digital skills, funds for technological development, measures for startups and scaleups, simple and effective incentives and tax reliefs to accelerate the digital transition and the definition of digital citizenship as a universal right of access starting with the adaptation of the Internet. connection speed according to the goals of the PNRR for 2026 and the European Digital Compass for 2030.

In this sense, the report continues, “the creation of new jobs must be encouraged, especially in highly technology-intensive sectors, promoting a culture of continuous learning, encouraging both citizens and businesses to keep up-to-date with the latest technologies and market trends.”

Focus on startups
The bill also focuses on promoting startups and scaleups, entrepreneurial entities that are often at the forefront of innovation and therefore key to economic development. “We need to offer special incentives, tax breaks and support to facilitate the growth of startups and scaleups,” said the Democratic senators.
Digital citizenship
And in order to support an equitable innovation ecosystem, we must promote digital citizenship. In this sense, access to the possibilities offered by digital innovation must be universal, must protect the rights of everyone, especially minors, must contribute to the reduction of inequality and must develop a digital ecosystem that is safe in the use of data, in the definition of algorithms, in the use of artificial intelligence, in the fight against discrimination, misinformation, hate speech, dissemination of illegal content on the Internet.
Financing
Last but not least, the question of financing. It is necessary, the text states, to stimulate new resources and financing, to facilitate companies’ access to financing and the resources needed to support innovation and research and development, as well as to attract foreign investment and international talent, in order to make Italy more attractive to foreign investors and talents from all over the world. of the world, thus helping to strengthen the innovation ecosystem.
